2–3 weeks
Architectural, structural, electrical and plumbing drawings signed by a DRO, plus a closed itemised budget.
4–6 weeks
Land use, building licence, DRO, CFE and water hook-ups, environmental permit where required.
4–20 weeks
Soil mechanics, rock excavation, footings or mat foundation and under-slab services.
3–5 weeks
Structure, walls, slabs and roofs — the stage that decides how the house holds up against hurricanes and salt air.
10–16 weeks
Electrical, plumbing, air conditioning, plaster, floors, carpentry, ironwork, pool and chukum.
12–20 weeks
Cleaning, systems testing, house manual, as-built drawings and a written 1-year warranty.
1–2 weeks
Total: 8 to 14 months of construction plus 3–5 months of design and permits.
Beyond land use, the Tulum licence with a DRO and SEMA authorisation on most lots, La Veleta has a prior step that is not optional: verifying real feasibility of water, drainage and CFE on that particular street, plus the lot’s legal status. Lodging adds the right use in the land-use certificate, the operating licence, Civil Protection, electrical capacity and tourism registration.
Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.
La Veleta is the most accessible entry into the Tulum market: cheaper land and fast growth, with the trade-off that services vary street by street. For a rental villa or a small boutique it is the city’s best investment-to-rate ratio — provided the pre-purchase check is serious: water, CFE, paved access, land use and the lot’s legal status.
