Akumal is the most environmentally regulated stretch of the corridor between Playa del Carmen and Tulum, and for good reason: the bay is a green turtle feeding and nesting area, the reef sits close inshore, and the whole area drains into the same karst aquifer that feeds it. Building there is entirely possible — we do it — but the rules are more specific than anywhere else on the coast, and they affect the construction calendar as well as the design.

This guide covers which authority does what, the turtle-season restrictions that shape lighting and night work, the beachfront rules if your lot touches the federal zone, the drainage requirements the reef imposes, and what building in Akumal costs in 2026.

Which Authority Governs What

Akumal sits in the municipality of Tulum, which surprises owners who assume Solidaridad because Playa del Carmen is closer. That single fact changes the permit route, the office you file in, and the environmental sensitivity of the review.

The practical consequence: permits in Akumal take longer and require a more complete environmental submission than the equivalent project in Playa del Carmen. Budget the calendar accordingly and file early — this is not a process that can be compressed by pressure.

Turtle Season: Lighting and Night Work

Turtle nesting on this coast runs broadly from May to October, and it imposes obligations that are real, enforced, and worth respecting on their own merits. They affect both how you build and what you build.

Reef-Safe Drainage, Costs, and Buying Advice

Drainage is the technical heart of an Akumal project. There is no comprehensive sewer, the ground is permeable karst, and the bay is close. Treatment before infiltration is not a nicety — it is what the environmental file is built around. Expect to install a package treatment plant or biodigester sized to occupancy with an absorption well or field, keep pool backwash out of the planted areas, separate greywater where it helps, and document sludge management. Reef-safe practice also extends to what the household uses: mineral-based sunscreen policies and low-phosphate products are standard guidance in rental houses here.

Build levelMXN/m²USD/m²Note
Mid-range$17,000–$22,000$945–$1,220~12% above Playa del Carmen
Premium$23,000–$29,000$1,275–$1,610Jungle or second-row lots
Luxury beachfront$29,000–$42,000+$1,610–$2,330+Marine spec, ZOFEMAT, full environmental file
Treatment plant + absorption well$120,000–$380,000Sized to occupancy; central to approval
Environmental studies and permits$80,000–$350,000Scope depends on vegetation and proximity to shore

Before you buy a lot in Akumal, check four things: whether any part of it lies in the federal maritime zone and what concession exists; what the land-use classification permits in terms of density, height and COS/CUS; whether electricity and water service reach the lot or require an extension; and whether there is an existing environmental authorisation, because inheriting a clean file is worth real money. We do this review for clients before purchase, and it has talked people out of lots more than once — which is cheaper than talking them out of a building.

Frequently Asked Questions

Tulum, not Solidaridad — a frequent surprise, since Playa del Carmen is physically closer. That means the land use, construction licence, alignment and DRO requirements go through Tulum, whose environmental review is more demanding and whose timelines are typically longer than Solidaridad's.

Nesting season runs roughly May to October. Beach-facing lighting must be low, shielded, downward-directed and amber or red rather than white, with no facade or palm uplighting on the seaward side; night work and activity on the sand near the beach are restricted. Schedule noisy beach-adjacent phases outside the season and keep interior work for those months.

Mid-range runs $17,000–$22,000 MXN per m² ($945–$1,220 USD), roughly 12% above Playa del Carmen; premium $23,000–$29,000; luxury beachfront $29,000–$42,000+. Add $120,000–$380,000 for a treatment plant and absorption well, and $80,000–$350,000 for environmental studies and permits depending on vegetation and proximity to the shore.

Treatment before infiltration: a package treatment plant or biodigester sized to occupancy, discharging to an absorption well or field, with pool backwash routed separately and sludge management documented. The karst carries anything infiltrated toward the aquifer and the bay, which is why the environmental file is built around this system.

Whether any part lies in the federal maritime zone and what concession exists; the land-use classification and its density, height and COS/CUS limits; whether electricity and water actually reach the lot or need an extension; and whether an environmental authorisation already exists for the property. We run that review before purchase — it is far cheaper than discovering a constraint after closing.
