This is how we run every new build, with the timings we actually see in Petempich Bay:

Layout, massing and a preliminary cost per m². This is where the real scope is set against your budget.

Petempich Bay belongs to the municipality of Puerto Morelos, independent since 2016, and sits within the influence area of the Puerto Morelos Reef National Park. Land use and the building licence with a DRO are processed there; beachfront lots require a ZOFEMAT concession and, in practice, always an environmental authorisation, with conditions on clearing, runoff, beach-facing lighting and wastewater treatment. This is one of the areas where the environmental file sets the entire construction calendar.
Coastal limestone with a very shallow water table facing the reef. The soil study sets the foundation and the finished floor level, and the structure is designed with marine-grade cover and admixtures. Drainage is solved with a treatment plant or biodigester — never a simple septic pit — because any badly resolved discharge reaches the reef.
Petempich Bay is the strip of beachfront residences south of Puerto Morelos, inside the protected natural area and facing the reef barrier. It is the most discreet stretch of the northern corridor: few lots, a lot of privacy, calm sand and a rulebook that revolves entirely around the reef — mandatory wastewater treatment, runoff control and an environmental file handled carefully from the first drawing.
