Bacalar attracts eco-resort development for exactly the reasons that make it fragile: a freshwater lagoon of extraordinary clarity, living stromatolite formations along parts of the shore, dark skies, and a setting that sells itself. The development that has already arrived has produced visible consequences, enforcement attention has followed, and any new project there now faces a genuinely demanding environmental review — which is appropriate.
This is a build guide for a small, honest eco-resort: what the lagoon rules actually permit, how to size off-grid systems for paying guests rather than for a household, the structures and materials that suit the place, the logistics of building four hours from the corridor's supply chain, and cost per key.
What the Lagoon Permits
Every design decision in Bacalar is downstream of the water, because the karst under the site drains into it and a closed lagoon cannot dilute what arrives.
- Wastewater is the project. A resort's nutrient load is many times a house's. Treatment must be properly engineered, generously sized for peak occupancy, maintained under a documented regime, and discharged with correct setbacks — and this is the element the review examines hardest, because nutrient loading is directly implicated in the algal growth and loss of clarity already visible on parts of the lagoon.
- Stromatolites cannot be disturbed. Where these living formations occur along the shore they cannot be walked on, dredged, built over or shaded into decline. Shoreline works near them draw the highest scrutiny, and structures over the water have been the subject of enforcement elsewhere on the lagoon.
- Shoreline setbacks and the federal zone at the water's edge apply. Docks, swimming platforms and over-water decks are separately permitted questions, not automatic rights of a lakefront parcel.
- Vegetation and sediment. Clearing is authorised and limited, and construction-phase sediment control matters as much as effluent — runoff carrying disturbed soil into the lagoon is equally damaging.
- Authorities: the municipality of Bacalar for land use and licence, SEMA for state environmental impact, with federal involvement depending on proximity to water and project scale. Plan for a long file and start it first.
The honest design conclusion: a project set back from the shoreline, low in density, treating its own water to a high standard and touching the water's edge minimally is approvable and is also the better product. The market coming to Bacalar pays for clarity, quiet and dark skies — the three things that maximising keys per hectare destroys.
Off-Grid Systems Sized for Guests
Guests use far more of everything than owners do, and they use it at the same times. Size accordingly.
- Power. A guest room with air conditioning, hot water, lighting and charging, plus back-of-house refrigeration, laundry and a kitchen, is a substantial load. Solar with battery storage can carry a small resort, but it has to be designed against a real load schedule and a real autonomy target — and almost every credible system includes a generator for backup and for peak laundry and kitchen loads rather than pretending otherwise.
- Water. Guests use 200–400+ litres per occupied room per day depending on the amenity level. Combine rainwater harvesting (1,200+ mm of annual rainfall on large roof areas is productive), a well with treatment, and storage sized for the dry-season gap and for peak occupancy.
- Hot water. Solar thermal is excellent here and pays back quickly, with LP gas backup for the morning peak. Size the peak, not the average — a resort's showers happen within a two-hour window.
- Wastewater. Treatment sized for full occupancy plus the kitchen and laundry, with sludge management contracted and documented. Greywater separation for irrigation reduces the treated load and is worth designing in.
- Cooling. Design so air conditioning is optional in the shoulder months: cross-ventilation, deep shade, high ceilings, ceiling fans, light roofs. Every watt of cooling you design out is battery capacity you do not buy.
- Connectivity. Guests expect it even in an eco-resort. Fixed wireless or satellite with a backup path, and it is worth doing well — remote workers are a strong long-stay segment for this product.

Structures, Logistics and Cost Per Key
What suits the place is also what suits the constraints: low-rise, lightweight structures on point foundations rather than continuous slabs, raised platforms that keep the ground plane intact, palapa and timber roofs, local stone, chukum, cross-ventilated plans, and generous shade. Casitas dispersed among retained vegetation disturb less, read better and permit more easily than a single large block — and they let you build in phases, which is how most small resorts here should be funded.
The logistics are the other half of the budget. Bacalar is 3.5–4 hours from Playa del Carmen and about 40 minutes from Chetumal. Basic materials come from Chetumal or locally; specialist items, quality hardware, aluminium systems and specified equipment come from the corridor with freight and lead time. Specialist trades — high-standard chukum, complex glazing, treatment plant and pool commissioning — usually mean mobilising crews with travel and accommodation. Supervision needs to be resident rather than a weekly visit, and the programme needs float, because a component that is a two-hour errand in Playa del Carmen is a two-day problem there.

One candid note: our base and our crews are in Playa del Carmen, so a Bacalar project is a mobilisation for us and we price the travel, accommodation and resident supervision explicitly rather than burying them. For a straightforward small build, a good Bacalar or Chetumal contractor may serve you better. For a resort where the environmental file, the off-grid engineering and the finish standard are the difficult parts, mobilising a corridor team is usually the right call — and that conversation belongs before you buy the land, not after.
