Low-density hospitality on the lagoon: design, environmental permits and construction with a single contractor.
In Bacalar the hotel product is not height or key count: it is the lagoon frontage and the promise that nobody will build a tower in front of it. A hotel here is designed low, horizontal and with the water system as the first decision, not the last.

A hotel concentrates consumption and discharge exactly where the lagoon tolerates it least. The treatment plant is sized for peak occupancy, not average, with reuse for irrigation and redundancy if a module fails. Kitchen with a grease trap, laundry on its own line, and a cleaning-product policy that forms part of the operating manual. This chapter conditions the licence and defines the minimum viable plot.
The Pueblo Mágico designation and the lagoon-front image rules set heights, roofs, colours and signage. The result is a low-key product with few rooms spread across low volumes among vegetation, set back from the shore and finished by a dock. What you do not gain in volume you gain in rate: that is precisely the argument of the guest who picks Bacalar over the coast.
Anything touching the water or the shoreline strip leaves the municipal sphere: environmental filing and federal authorisation to use the zone. That is the long stretch and it is started before the executive design. Work on land can advance in parallel, but committing to an opening season without the dock resolved is the usual way to lose a commercial year.
For low-density hospitality we work in a range of MXN 16,000 to 32,000 per built m² (roughly USD 875 – 1,750/m²), depending on finish level and the common-area brief. Without marine exposure the hardware and window specification drops a step against the coast, which partly offsets the freight from the corridor.
A twelve to twenty-four key hotel takes fourteen to twenty months of construction. The municipal file runs two to four months; the environmental and federal process for the lagoon frontage and the dock runs four to ten, and goes first. The treatment plant is budgeted as a major line item from concept stage, not as a final adjustment.
A single contract covers concept, executive design and engineering, filings with the responsible engineer, construction with our own crews, special installations, pool, landscaping and handover with as-built drawings, datasheets and manuals. We coordinate the client’s architect or interior designer where one already exists; we do not insist on also being the authors of the design.
The budget comes out as line items with quantities and unit rates, and every change is priced and signed before it is executed. Payments go against verified progress on site, never against calendar dates.
Most of our clients are outside Mexico during construction: a weekly report with dated photographs, a fortnightly video call from site and a live budget available at any time. We work in Spanish, English, German, French, Russian and Chinese.
We hand over an operable house: equipment commissioned, a six-monthly maintenance plan, an inventory of critical spares and, if the property will be rented, the documentation the operator needs from day one. In the restricted zone a bank trust is the usual vehicle, and we coordinate notary and bank in parallel with the works.
A freshwater lagoon with living stromatolites: zero discharge, a setback from the shore and restricted chemicals on the lakeside strip.

Fewer than a pure area calculation would allow. The shoreline setback, image heights, the footprint of the treatment plant and parking all govern. In practice a plot that would give thirty keys on the coast yields twelve to twenty here — and that low density is precisely the product being sold.
Yes, and it is the condition for operating long term. A plant sized for peak occupancy, reuse for irrigation, a kitchen grease trap, a separate laundry line and chemical control. We hand it over with an operating manual and a maintenance plan, because a well-designed system that is badly operated damages the lagoon just the same.
Yes. We review the design, close the engineering, price by line item and execute, coordinating the authoring practice. We also do the full design when a single responsible party is preferred.
Completed works with equipment commissioned, as-built drawings, calculation records, datasheets, manuals, a maintenance plan and the documentation the operator needs from the first day of selling rooms.
