Commerce in Bacalar is low-density hospitality facing a protected lagoon: hostels, restaurants, docks and village shops. Two things govern the project: the Pueblo Mágico image rules and the duty not to discharge anything into the water.

Pueblo Mágico: the façade is part of the file

The designation brings image criteria for façades, colours, heights, roofs and signage in the historic core. A highway-style illuminated sign does not pass here, and a refurbishment that ignores the criteria stops at the counter. We resolve façade design and signage together with the file, not afterwards, so approval does not arrive once the work is already built.

Lagoon frontage: zero discharge, or there is no operation

A restaurant, hostel or beach club by the water means a sized treatment plant, grease trap, irrigation with treated water and control of cleaning products. This is not an environmental preference: stromatolites are damaged by nutrients and detergents, and the attraction that sustains the business depends on them. Shoreline setback and runoff management belong to the same file.

Docks, palapas and what the federation requires

Anything touching the water or the shoreline strip leaves the purely municipal sphere: SEMARNAT on the environmental side and, depending on the case, the federal authority for use of the federal zone. That stretch is what sets the project’s real calendar, and we file it before committing to opening dates.

Budget and programme for a commercial unit in Bacalar

Commercial shell: MXN 8,500 to 14,000 per m², the lowest range we quote, because without marine exposure the hardware and window specification drops a step. Fit-out by use: MXN 7,500 to 19,000 per m², with the treatment plant as a compulsory line item in any use with a kitchen.

A 120–250 m² fit-out takes three to five months. The municipal file runs six to ten weeks, but with a lagoon frontage, dock or over-water palapa the environmental and federal process governs and can add four to ten months. Add freight from the corridor: specialist supply is not in the municipality.

Scope: from land use to handover with the unit ready to open

We cover the full cycle: land-use and feasibility checks, executive and services design, licence filing with the responsible engineer, civil works, electrical, plumbing, air conditioning, extraction, voice and data, finishes, fixed furniture and signage. Handover comes with as-built drawings, calculation records and the files Protección Civil asks for.

Where the use handles food, we resolve the grease trap, extraction and washing at design stage rather than as a late adjustment: it is the item that causes the most retrofits and the most expensive to correct once the unit is finished.

How we control cost, programme and opening

A line-item budget with quantities and unit rates, changes signed before execution and payments against verified progress. The programme is organised by work fronts so services, finishes and equipment do not obstruct each other, and the opening date is set once the critical filings are resolved, not when the contract is signed.

Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. Most of our clients live outside Mexico and run the business remotely: the system is built for that.

Frequently asked questions

Can I build a dock or an over-water palapa?

It needs an environmental filing and federal authorisation to use the shoreline strip; the municipal licence alone is not enough. It is the longest stretch of the project and is started first; committing to an opening date before it is resolved is the usual way to lose a season.

Do the image rules apply across all of Bacalar?

They are strictest in the historic core and on the lagoon frontage, and more flexible in the growth areas. Even so, façade, roof and signage are best resolved inside the file: image approval arrives with the licence, not after it.

Can you open in phases so trading starts earlier?

Yes, where the use and Protección Civil allow it. We define an operable core — access, washrooms, emergency exits and the services on that front — and execute the rest afterwards at hours that do not interfere. It has to be planned from the design stage; improvising it mid-build is expensive.

What filings go with the construction licence?

Depending on the use: land-use certificate, municipal construction licence, Protección Civil sign-off for occupancy and exits, the COFEPRIS operating notice where food is handled, and contracts or load increases with CFE and the water operator. We handle them inside the same contract.
