Commerce in Puerto Morelos lives on three separate fronts: the village by the pier, the Ruta de los Cenotes and the federal highway. Each has its own paperwork, its own working hours and its own customer.

The village: image rules and hours that follow tourism

The core by the pier is mostly pedestrian and lives off visitor flow: restaurants, diving, crafts. The municipality applies image criteria to façades, heights and signage, and noisy work is concentrated outside high season and outside service hours. A unit here is programmed around the neighbour’s trading calendar, not only your own.

Ruta de los Cenotes: ecotourism with an environmental file

The inland corridor concentrates cenote parks, ziplines and jungle lodging. Any construction near a cenote drags in an environmental study, runoff management and zero discharge: karst carries whatever is poured straight into the aquifer. Here the environmental permit governs the architectural one, and the order of filings decides the programme.

Federal Highway 307: visibility, access and services

Highway-frontage lots have the highest commercial turnover, but vehicle access needs authorisation from the federal roads authority, and the electrical supply is usually the real bottleneck. Before pricing the works we check CFE capacity, water feasibility with the operator and the mandatory setback from the right of way.

Budget and programme for a commercial unit in Puerto Morelos

Commercial shell: MXN 9,500 to 15,500 per m². Fit-out and services by use: MXN 8,000 to 20,000 per m², and the top of the range is always a restaurant, because of the kitchen, the extraction, the grease trap and the electrical load.

A 120–250 m² fit-out takes three to five months with the licence in hand. Add six to ten weeks of municipal processing, plus Protección Civil sign-off and, where food is handled, the COFEPRIS operating notice. On the Ruta de los Cenotes the environmental study is filed first and can add three to six months.

Scope: from land use to handover with the unit ready to open

We cover the full cycle: land-use and feasibility checks, executive and services design, licence filing with the responsible engineer, civil works, electrical, plumbing, air conditioning, extraction, voice and data, finishes, fixed furniture and signage. Handover comes with as-built drawings, calculation records and the files Protección Civil asks for.

Where the use handles food, we resolve the grease trap, extraction and washing at design stage rather than as a late adjustment: it is the item that causes the most retrofits and the most expensive to correct once the unit is finished.

How we control cost, programme and opening

A line-item budget with quantities and unit rates, changes signed before execution and payments against verified progress. The programme is organised by work fronts so services, finishes and equipment do not obstruct each other, and the opening date is set once the critical filings are resolved, not when the contract is signed.

Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. Most of our clients live outside Mexico and run the business remotely: the system is built for that.

  • Severe salt exposure: 316 stainless throughout the hardware, concrete cover above the code minimum and six-monthly maintenance. 304 pits within two years at this distance from the sea.
  • Mangrove on the parcel: protected under federal law. The real buildable footprint can be a fraction of the lot.

Frequently asked questions

Do I need an environmental permit for a unit in the village?

In the urban core usually not: land use, municipal licence, Protección Civil and, with food, COFEPRIS are enough. The environmental study appears when the lot is near a cenote, mangrove or dune, and on the Ruta de los Cenotes it is the rule rather than the exception.

Can we work during high season?

You can, but the municipality and the neighbours limit noise and loading hours in the tourist area. We plan demolition and heavy work between September and November, and leave finishes and equipment installation for the quieter windows.

Can you open in phases so trading starts earlier?

Yes, where the use and Protección Civil allow it. We define an operable core — access, washrooms, emergency exits and the services on that front — and execute the rest afterwards at hours that do not interfere. It has to be planned from the design stage; improvising it mid-build is expensive.

What filings go with the construction licence?

Depending on the use: land-use certificate, municipal construction licence, Protección Civil sign-off for occupancy and exits, the COFEPRIS operating notice where food is handled, and contracts or load increases with CFE and the water operator. We handle them inside the same contract.
