Puerto Morelos stopped being a district of Benito Juárez in 2016. Since then it has had its own planning department, its own code and its own timelines — and a file that worked in Cancún is no longer filed here as it stands.

A young municipality with its own rules

The first thing we verify is jurisdiction. It sounds elementary, but in this corridor the municipal boundary is not where most people assume: the line with Benito Juárez to the north and Solidaridad to the south cuts through lots that listings describe as "Cancún" or "Riviera Maya". The land-use certificate is issued by Puerto Morelos, and only by Puerto Morelos.

The reef sets the environmental pace

The Puerto Morelos Reef National Park governs everything that happens on the seaward side. SEMARNAT is involved for environmental impact, ZOFEMAT for the federal strip, and the authorisation arrives with concrete conditions: runoff management, beach-facing lighting and wastewater treatment. To the west, mangrove defines the genuinely usable area, which is usually smaller than the deeded one.

Two very different scenarios in one municipality

A lot in the village or the inland neighbourhoods is a municipal job with services in the street: the process runs in weeks and the limestone allows conventional foundations. A lot on the front row or near mangrove is a federal file, with a six-to-twelve-month calendar, a high water table and a full marine specification. The price difference between the two rarely reflects the difference in complexity.

Realistic budget and programme in Puerto Morelos

For turnkey new build we work in a range of MXN 12,500 to 26,000 per m² (roughly USD 680 – 1,420/m²). The low end is a straightforward inland house with local finishes; the high end is a jungle or sea frontage with pool, home automation and bespoke joinery.

A typical construction programme is nine to thirteen months for 200–350 built m², counted from licence in hand. Add one to three months if the lot needs a state environmental study, and six to twelve if ZOFEMAT is involved. The budget is issued as line items before signing, with a breakdown of what rises because the lot is in this municipality rather than in Benito Juárez.

What we deliver: design, licence and construction in one contract

We work turnkey. Lot survey and soil study, concept and executive design, licence filing with the responsible engineer, construction with our own crews, services, finishes, pool and landscaping, and handover with as-built drawings and equipment manuals. One contract, one point of contact and a programme that is not split across five suppliers blaming one another.

The budget comes out as line items with quantities and unit rates, not as a single lump figure. That way you can see where the money sits and what happens if a finish changes mid-build.

How it works when the client does not live in Mexico

Most of our clients are abroad while the house is being built. The system is designed for that: a weekly report with dated photographs, a fortnightly video call from site, a live budget where every change is signed off before it is executed, and payments against verified progress rather than against the calendar. We work in Spanish, English, German, French, Russian and Chinese.

If the property sits in the restricted zone, a bank trust (fideicomiso) is the usual holding vehicle; we coordinate with the notary and the bank so that the construction file and the ownership file advance in parallel.

  • ZOFEMAT frontage: the federal strip is not yours even if you buy the lot — it is concessioned separately and paid for annually.
  • High water table: the foundation sits higher and the pool needs anchoring against uplift.
  • Severe salt exposure: 316 stainless throughout the hardware, concrete cover above the code minimum and six-monthly maintenance. 304 pits within two years at this distance from the sea.
  • Mangrove on the parcel: protected under federal law. The real buildable footprint can be a fraction of the lot.

Frequently asked questions

Is my lot actually in Puerto Morelos or in Cancún?

Many lots are advertised as "Cancún" but belong administratively to Puerto Morelos, a municipality since 2016. We check it on the land-use certificate before quoting, because it changes the office, the fees and the timeline.

How long does a house licence take here?

Inland, with a complete file, four to ten weeks at the municipal counter. If the lot fronts the sea, SEMARNAT and the ZOFEMAT concession enter and the realistic horizon becomes six to twelve months.

Do you work on a fixed budget or on a cost-plus basis?

A line-item budget with unit rates and a contracted amount. Any change is priced and signed before it is executed, and payments go against verified progress on site rather than against calendar dates.

What warranty do you give on the finished house?

One year on services and finishes and five years on structure and waterproofing, delivered with as-built drawings, technical datasheets and manuals for the installed equipment.
