Chetumal is the state capital, on the bay of the same name and next to the Belize border. It is the most ordinary place to build in Quintana Roo, in the good sense: an established supply base, its own trades and municipal procedures that work like a city’s.

A city with its own supply base

Unlike the corridor towns, Chetumal does not depend on Cancún for materials: block, steel, aggregates and window systems are available locally and the trades live here. That shortens lead times and stabilises prices. The licence is processed with the municipality of Othón P. Blanco, with a responsible engineer (DRO) as in any Mexican city.

The bay is a manatee sanctuary

The bay is protected as a manatee sanctuary, so on waterfront lots along the Boulevard Bahía the setback, runoff and any work on the shoreline go through the environmental side as well as the municipal one. Inland lots follow the normal urban rules, which is why most of our Chetumal clients build a few streets back from the water.

Hurricanes are the design load

Chetumal took Hurricane Janet in 1955 and Dean in 2007; wind is the load that governs here. We design reinforced concrete frames with confined masonry, tied roof slabs, impact-rated or shutter-protected openings and a slightly raised ground floor. The bay is brackish rather than open sea, so 304 stainless is enough away from the shore.

Realistic budget and programme in Chetumal

The range here is MXN 12,000 to 22,000 per m² (roughly USD 650 – 1,200/m²), among the lowest we quote, because materials and crews are local and the corridor’s tourist-zone premium does not apply. The hurricane specification is where we do not economise.

A typical programme is nine to twelve months for 180–350 m², the shortest in the state for a comparable house: urban services are available, the municipal procedure is predictable, and site logistics need no barges or special access.

What we deliver: design, licence and construction in one contract

We work turnkey. Lot survey and soil study, concept and executive design, licence filing with the responsible engineer, construction with our own crews, services, finishes, pool and landscaping, and handover with as-built drawings and equipment manuals. One contract, one point of contact and a programme that is not split across five suppliers blaming one another.

The budget comes out as line items with quantities and unit rates, not as a single lump figure. That way you can see where the money sits and what happens if a finish changes mid-build.

How it works when the client does not live in Mexico

Most of our clients are abroad while the house is being built. The system is designed for that: a weekly report with dated photographs, a fortnightly video call from site, a live budget where every change is signed off before it is executed, and payments against verified progress rather than against the calendar. We work in Spanish, English, German, French, Russian and Chinese.

If the property sits in the restricted zone, a bank trust (fideicomiso) is the usual holding vehicle; we coordinate with the notary and the bank so that the construction file and the ownership file advance in parallel.

Frequently asked questions

Is Chetumal a good place to build a retirement home?

For many clients, yes: city services, hospitals, lower costs than the corridor and Belize next door. The trade-off is distance from Cancún’s international airport; Chetumal has its own airport with domestic connections.

Do I need a bank trust to build in Chetumal?

Only if the lot is within 50 km of the coast or 100 km of the border, which in Chetumal is almost always the case. We coordinate the trust with the notary and the bank in parallel with the licence.

Do you work on a fixed budget or on a cost-plus basis?

A line-item budget with unit rates and a contracted amount. Any change is priced and signed before it is executed, and payments go against verified progress on site rather than against calendar dates.

What warranty do you give on the finished house?

One year on services and finishes and five years on structure and waterproofing, delivered with as-built drawings, technical datasheets and manuals for the installed equipment.
