Permits: Construction permits in Akumal
This is how we run every new build, with the timings we actually see in Akumal:
Land use, legal status, utilities and cenote or cavern risk. Before you buy, if you have not bought yet.

Layout, massing and a preliminary cost per m². This is where the real scope is set against your budget.

Akumal belongs to the municipality of Tulum, not Solidaridad — that changes the whole process. On top of land use and the municipal licence with a DRO, most lots need environmental authorisation from SEMA, and beachfront lots add a ZOFEMAT concession. Akumal is a sea-turtle nesting area, so there are restrictions on lighting facing the beach and on night work during nesting season (May–October). Budget 3 to 5 months for permits.
Fractured limestone with caverns and cenotes, a shallow water table and heavy salt exposure facing the reef. A geophysical survey up front avoids the worst overrun in the area, and the structure is designed with marine-grade cover and admixtures. Drainage must be solved with a biodigester or a compact treatment plant — discharging badly in Akumal is a serious legal and environmental risk because of the reef.
Akumal is the most eco-sensitive and the most premium market per m² on the north coast: small-scale builds, longer logistics and a high finish standard (chukum, hardwood, bioclimatic design), with very strong rental demand on the bay.

Akumal is three bays with distinct characters: Akumal Norte with beach houses from the seventies and eighties, Akumal Sur more residential, and Half Moon Bay with narrow deep lots facing the reef. Plots run 400 to 900 m² and most owners are foreigners who let seasonally. The reef and the green turtles are the selling point and, at the same time, the reason behind nearly every restriction.
The water table is high, particularly towards the front of the plot. Foundations are resolved shallow and widened, cisterns are anchored against uplift, and pool excavation usually needs dewatering.
The competent municipality is Tulum, and the environmental file falls to SEMA + SEMARNAT (ZOFEMAT, duna, tortuga).
Being beachfront brings ZOFEMAT into play: the federal twenty metres from the tide line are not bought but concessioned, and the concession does not pass to a buyer on its own. Before designing, measure the usable depth of the lot after deducting that strip and the municipal setback line.
Turtle nesting season, May to November, governs lighting on the seaward side — warm, shielded and directed downward — and in some cases limits night-time works.
What decides this particular plot: bahías de anidación de tortuga: iluminación regulada de mayo a noviembre y obra nocturna limitada.
Access: carretera federal, calles internas estrechas.
Severe salt exposure. The standard here is 50 mm of concrete cover over the steel and f'c 250 or higher with a chloride-inhibiting admixture; 316 stainless — not 304 — for balustrades, hardware and anchors; marine-finish aluminium with stainless fixings; condensers on the landward side with coated fins. The premium over an inland lot is 12 to 20 percent, and without it the first refurbishment arrives around year six.
The estate's internal rules apply alongside the municipal licence: heights, setbacks, facade materials, working hours and a bond. Ask for them in writing before the concept design, because the criteria get updated and are usually more restrictive than the municipal norm.
