Akumal sits on Highway 307 with a protected bay downstream. In that context a fuel station is viable, but only with the level of containment the bay demands: here the karst empties into the sea people come to see.

Limestone does not retain: it conducts towards the sea. Double-wall tanks with permanent interstitial monitoring, double-contained piping, an impermeable bund and crack-free paving in the delivery area, a hydrocarbon separator on the forecourt drainage and documented, repeated tightness testing. Plus a spill response plan with material on site and trained staff, because reaction time here is measured in minutes.
Akumal belongs to the Tulum municipality: land use, licence and Protección Civil are processed there, at their own pace. The federal junction is a separate filing with the roads authority and defines lanes, radii and visibility. In parallel run the CRE permit and the ASEA authorisation, which are what really mark the calendar.
If the lot is near the beach, the constraints of the setting apply: warm shielded lighting so nothing projects towards the sea, noise control and restrictions on heavy work from May to October because of turtle nesting. All of that is built into the design and the programme from the start; discovering it during execution costs months.
2026 reference: a new two- to three-island station with double walls, dispensers, canopy, store and forecourt works, between MXN 12 and 24 million in construction and installation, excluding land and brand rights. The reinforced containment level due to bay proximity and the corrosion protection for marine exposure take the project to the top of the range.
A realistic total programme is ten to sixteen months. The CRE permit and the ASEA authorisation dominate; the municipal file is processed in Tulum in two to four months and the federal junction runs separately. If the lot is next to the beach, the nesting season from May to October caps heavy work and the programme has to be built around it.
We cover concept and executive design with services engineering, calculation records and specifications for the ASEA file, integration of the CRE retail permit, land use and the municipal licence, Protección Civil sign-off, management of the highway junction, civil works, tanks and lines, dispensers, canopy, convenience store, forecourt works and commissioning tests.
The budget comes out as line items with quantities and unit rates; every change is priced and signed before execution and payments go against verified progress. We hand over as-built drawings, calculation records, tightness certificates and equipment manuals.
The civil works of a station are predictable: four to eight months depending on size. What is not predictable are the CRE permit, the ASEA authorisation and the highway junction, which run in months and do not depend on the contractor. So we start the file before the final executive design and run the three fronts in parallel rather than chaining them.
Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. We work with investors and operators who do not live in the area and need to follow both works and filings remotely.
Turtle-nesting bays: lighting is regulated from May to November and night work is restricted.

It is compatible if the containment level matches the risk: double wall with monitoring, double containment on lines, an impermeable bund, a separator on drainage and periodic tightness testing, plus a spill plan with material on site. What is not compatible is a standard inland installation on karst that empties into the sea.
It does not stop them, it caps them. From May to October, lighting towards the beach, night noise and machinery on the seaward front are restricted. We schedule earthworks, tanks and heavy work outside that window and leave installation and finishes inside it.
Both, and in practice they are inseparable: the drawings, calculation records and specifications the ASEA file requires are the same ones that govern the works. We assemble the file, respond to observations and coordinate the CRE retail permit with its holder.
Tightness certificates for tanks and lines, verification of the interstitial monitoring system, dispenser tests, as-built drawings, calculation records and manuals. Without that package the station cannot demonstrate compliance, and it is the first thing asked for in any later review.
