A service station in Tulum carries three regulators at once: the federal CRE to operate, ASEA for environment and industrial safety, and the state SEMA that every project in this municipality passes through. We handle the civil side inside that stack rather than beside it.

Three authorities, not two

Fuel retail is regulated nationally: the permit to operate comes from the Comisión Reguladora de Energía, and environmental and industrial safety sit with ASEA, the hydrocarbons regulator. That is the same anywhere in Mexico. What is specific to Tulum is that the state SEMA is also involved before the municipality will open a construction file.

In practice the owner or the brand runs the CRE and ASEA track, we run the construction track, and the SEMA filing has to be sequenced against both. A programme that ignores any one of the three produces a finished station that cannot legally dispense fuel.

Containment where the ground is cenote country

Tulum sits on karst threaded with cenotes and underground conduits. A tank pit here is not a hole in soil: void verification is mandatory before excavation is priced, and containment is designed on the assumption that anything escaping the pit reaches groundwater quickly.

That raises the standard on the impermeable containment, the monitoring wells and the interceptor. It also makes the forecourt falls a pollution question rather than a drainage one — standing fuel-contaminated water is not something this ground forgives. The water table here is mid-depth, which helps, but the conduits do not care about depth.

Services, corrosion and the remodel

Outside the urban area there is no sewer network and CFE capacity is resolved lot by lot, so a treatment plant, water storage and often a capacity increase belong in the first budget. Canopy steel, fixings and island trim are specified for the real distance to the coast, with the maintenance interval handed over in writing.

Most station work is a remodel, and closing costs more than the work. We phase island by island: one side trades while the other is rebuilt, with fuel deliveries and customer routes agreed before the first barrier goes up, and hot works scheduled away from the tank farm.
