Here the environmental permit comes before the licence

Practically every project in the Tulum municipality goes through the state SEMA, and its resolution precedes the municipal licence: without it the town hall will not open a file. In practice that turns a four-to-ten-week process — normal in Playa del Carmen or inland Cancún — into three to six months.

On the coastal strip SEMARNAT joins for environmental impact and ZOFEMAT for the beach concession, and the calendar moves to six or twelve months. A venue that opens in high season is planned around that arithmetic or it does not open in high season.

Services: what other cities take for granted

Electricity. In the Tulum regions the CFE connection is resolved lot by lot. A restaurant with a kitchen, a cold room and climate may need a capacity increase, a transformer and sometimes a line extension at the owner’s cost. That figure changes the project more than any finish does.

Water and drainage. Outside the urban area there is no network. Your own treatment plant, storage and, on the coast, zero discharge. Not an extra — a line in the first budget.

Ground. Karst under low jungle, with voids invisible from the surface. The soil study with void verification comes before the foundation is priced; a cavity found after the pour costs more than the whole study.

The Tulum finish is a specification, not a trend

The market here expects natural materials: chukum on walls, polished concrete, tropical hardwood, black metalwork, warm indirect light. That is not decoration, it is a technical decision with consequences.

Chukum applied properly is waterproof and ages well; applied badly it stains in the first rainy season. Tropical hardwood outdoors needs a species and a treatment chosen for constant humidity. And near the sea black metalwork over 304 stainless pits within two years: it goes in 316 or it gets redone.

We produce our own joinery and metalwork, so the specification does not depend on a third party or on a supplier’s calendar.

Planning backwards from the opening

With three to six months of environmental process before work can start, an opening date only holds if the file starts first. We file SEMA and the service feasibility requests in parallel, develop the construction drawings while they run, and keep the municipal licence ready to sign when the resolution lands.

The reverse order — design first, filings after — is what produces venues finished in May that open in November.

Frequently asked questions

How long does it take to open a restaurant in Tulum?

With the state SEMA involved, count three to six months of process before work can start, plus the build itself. On the coastal strip, with SEMARNAT and ZOFEMAT, six to twelve months. Those are timelines for a complete, well-assembled file.

Do I need an environmental permit to fit out an existing unit?

If the work does not touch structure, shopfront or built area, and the lot already holds an authorisation, the environmental file is not normally reopened. A change of trade, however, does require the land-use certificate and Civil Protection to be revisited.

Can a beach club be built on the coastal strip?

It depends on the lot and on what is already authorised. The front strip requires a dune setback, light or demountable structures and a ZOFEMAT concession. The first step is the boundary survey and the study: without those, any budget is a guess.

What if the lot has no CFE connection or drainage?

It is resolved with a treatment plant, water storage and own generation or solar with backup. It is viable and we do it regularly; what is not viable is discovering it mid-build.

Do you do the Tulum-style finish?
