The pedestrian corridor concentrates restaurants, bars and shops, and footfall spikes from mid-morning to late afternoon when the day visitors land. That defines two things in the design: the real occupancy to resolve in washrooms, kitchen and emergency exit, and a works window that is almost always nocturnal or low-season.

Scarce square metres and a lot of existing building

Units are small and nearly all sit inside buildings that already exist, with built party walls and decades-old structure. The typical job is not new build but replacing services, strengthening, opening up walls and adapting to the use. Demolition and strengthening are priced with a unit rate and an estimated quantity, adjustable against actual measurement.

Logistics without a truck, and water under scrutiny

Material arrives by ferry from Puerto Juárez and moves inside the island without heavy vehicles: it is bought consolidated and stored on site. In parallel, any use with a kitchen has to resolve the grease trap and treatment before connecting: the island depends on a thin freshwater lens and discharge is reviewed more strictly than on the mainland.

Budget and programme for a commercial unit in Isla Mujeres

Commercial shell: MXN 11,500 to 18,000 per m². Fit-out by use: MXN 10,000 to 24,000 per m². It is the highest range in the northern area because the ferry, the heavy-vehicle restriction and work in existing buildings all add up.

An 80–180 m² fit-out takes three to five months, with the usual caveat of an old building: until it is opened you do not know what is behind the finish. Add six to ten weeks for the municipal licence, Protección Civil for occupancy and exits, and COFEPRIS where food is handled.

Scope: from land use to handover with the unit ready to open

We cover the full cycle: land-use and feasibility checks, executive and services design, licence filing with the responsible engineer, civil works, electrical, plumbing, air conditioning, extraction, voice and data, finishes, fixed furniture and signage. Handover comes with as-built drawings, calculation records and the files Protección Civil asks for.

Where the use handles food, we resolve the grease trap, extraction and washing at design stage rather than as a late adjustment: it is the item that causes the most retrofits and the most expensive to correct once the unit is finished.

A line-item budget with quantities and unit rates, changes signed before execution and payments against verified progress. The programme is organised by work fronts so services, finishes and equipment do not obstruct each other, and the opening date is set once the critical filings are resolved, not when the contract is signed.

Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. Most of our clients live outside Mexico and run the business remotely: the system is built for that.

  • Every material crosses by ferry: logistics owns the schedule. Consolidated purchasing and on-site storage stop being optional.

Frequently asked questions

Can works be done in high season downtown?

Only partly, and within limited hours. On the pedestrian street, noise and handling move to the night or to the quieter months, because the neighbours are trading and the municipality acts on complaints. Demolition and structural work are grouped into those windows and finishes spread over the rest.

What complicates a unit here more: the permit or the logistics?

The logistics. The municipal file is manageable; what derails programmes is that every delivery depends on the ferry and no trucks circulate inside the island. So we buy consolidated, store on site and close the equipment selection before starting.

Can you open in phases so trading starts earlier?

Yes, where the use and Protección Civil allow it. We define an operable core — access, washrooms, emergency exits and the services on that front — and execute the rest afterwards at hours that do not interfere. It has to be planned from the design stage; improvising it mid-build is expensive.

What filings go with the construction licence?

Depending on the use: land-use certificate, municipal construction licence, Protección Civil sign-off for occupancy and exits, the COFEPRIS operating notice where food is handled, and contracts or load increases with CFE and the water operator. We handle them inside the same contract.
