Puerto Aventuras is a private development with a marina, controlled access and its own rulebook. Here the first filing is not municipal: it is the condominium committee, and without its approval the file in Solidaridad does not move.

The committee comes before the municipality

Façades, colours, heights, signage, working hours, the truck access route and even where the skip sits are approved internally. We present the package to the committee with drawings and a programme, obtain the authorisation, and only then assemble the municipal file in Solidaridad. Reversing that order is the number one cause of stopped works here.

Marina and plaza: a captive customer with a timetable

Retail lives off residents, boat owners and guests of the development’s hotels, not off Highway 307 traffic. It is a steadier, less seasonal flow than on the open coast, but a bounded one: the catchment does not grow because another unit opens. The scheme is sized against the development’s real register, not against highway traffic.

Building inside an operating condominium

Gatehouse access with prior registration, loading windows, a ban on noisy work at certain hours and daily cleaning of the internal road. All of that lowers daily output and has to be budgeted, not discovered. We plan consolidated deliveries, storage inside the lot and personnel registered with the administration from day one.

Budget and programme for a commercial unit in Puerto Aventuras

Commercial shell: MXN 10,500 to 16,500 per m². Fit-out by use: MXN 9,000 to 21,000 per m². The premium over a highway-side unit comes from reduced output inside the condominium: restricted access, working hours and daily cleaning.

A 120–250 m² fit-out takes four to six months: four to eight weeks for committee approval, six to ten weeks for the Solidaridad licence — the two can partly overlap — and the rest in execution. Add Protección Civil for occupancy and COFEPRIS where food is handled.

Scope: from land use to handover with the unit ready to open

We cover the full cycle: land-use and feasibility checks, executive and services design, licence filing with the responsible engineer, civil works, electrical, plumbing, air conditioning, extraction, voice and data, finishes, fixed furniture and signage. Handover comes with as-built drawings, calculation records and the files Protección Civil asks for.

Where the use handles food, we resolve the grease trap, extraction and washing at design stage rather than as a late adjustment: it is the item that causes the most retrofits and the most expensive to correct once the unit is finished.

How we control cost, programme and opening

A line-item budget with quantities and unit rates, changes signed before execution and payments against verified progress. The programme is organised by work fronts so services, finishes and equipment do not obstruct each other, and the opening date is set once the critical filings are resolved, not when the contract is signed.

Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. Most of our clients live outside Mexico and run the business remotely: the system is built for that.

Canal walls and breakwaters: any work at the edge carries its own permit.

  • ZOFEMAT frontage: the federal strip is not yours even if you buy the lot — it is concessioned separately and paid for annually.
  • Municipal process only: the town hall sets the calendar, not an environmental authority. This is the fastest scenario in the region.
  • High water table: the foundation sits higher and the pool needs anchoring against uplift.
  • Severe salt exposure: 316 stainless throughout the hardware, concrete cover above the code minimum and six-monthly maintenance. 304 pits within two years at this distance from the sea.
  • Design committee or community management: the project is approved twice — committee first, municipality second. Add 4–8 weeks and one round of facade changes.

Frequently asked questions

What if the committee rejects the design after the licence is issued?

The works stop even though the municipality has authorised them. That is why we present to the committee first and only assemble the Solidaridad file with their approval in hand. Same work, in the order that avoids doing it twice.

Are there restrictions on working hours?

Yes, and they are enforced. The administration sets truck access windows and quiet hours, plus daily cleaning of the internal road. That cuts daily output by fifteen to twenty-five per cent, and we budget it that way from the start.

Can you open in phases so trading starts earlier?

Yes, where the use and Protección Civil allow it. We define an operable core — access, washrooms, emergency exits and the services on that front — and execute the rest afterwards at hours that do not interfere. It has to be planned from the design stage; improvising it mid-build is expensive.

What filings go with the construction licence?

Depending on the use: land-use certificate, municipal construction licence, Protección Civil sign-off for occupancy and exits, the COFEPRIS operating notice where food is handled, and contracts or load increases with CFE and the water operator. We handle them inside the same contract.
