Akumal is a turtle bay with very little commercial land and a great deal of environmental scrutiny. The question here is not how much you can build, but what you can do without touching what brings people to the bay.

Protected bay: the turtle sets the calendar

The bay is a refuge zone and the beach is a nesting site. From May to October, activity by the sea is restricted: lighting towards the beach, night noise, machinery and sand movement are limited or prohibited. A seafront commercial project is planned backwards, starting from that window and fitting the works outside it.

Little land, high demand and one dominant use

Retail here is small and single-themed: snorkelling, diving, equipment rental, beach restaurants and convenience shops for villa guests. There is no surface for a large format, so the value lies in the fine fit-out of small units and in resolving storage, washrooms and service within few square metres. Akumal belongs to the Tulum municipality, with its own counter rhythm.

Water, lighting and materials that do not attack the bay

Zero discharge, grease trap and a sized treatment plant are the starting point for any use with a kitchen: karst carries whatever is poured straight to the sea. Exterior lighting is warm-toned and shielded towards the inside of the lot. Hardware, window systems and anchors in 316 stainless because of direct marine exposure.

Budget and programme for a commercial unit in Akumal

Commercial shell: MXN 11,000 to 17,000 per m². Fit-out by use: MXN 9,500 to 22,000 per m². The average unit is small, 60 to 150 m², and on small areas the cost per metre rises because washrooms, kitchen and storage do not scale down.

A fit-out takes three to five months of execution, but the real calendar depends on two things: the Tulum counter, six to ten weeks, and the nesting season from May to October, which limits work by the sea. If the project touches the federal strip, the environmental and federal-zone process can add six to twelve months.

Scope: from land use to handover with the unit ready to open

We cover the full cycle: land-use and feasibility checks, executive and services design, licence filing with the responsible engineer, civil works, electrical, plumbing, air conditioning, extraction, voice and data, finishes, fixed furniture and signage. Handover comes with as-built drawings, calculation records and the files Protección Civil asks for.

Where the use handles food, we resolve the grease trap, extraction and washing at design stage rather than as a late adjustment: it is the item that causes the most retrofits and the most expensive to correct once the unit is finished.

How we control cost, programme and opening

A line-item budget with quantities and unit rates, changes signed before execution and payments against verified progress. The programme is organised by work fronts so services, finishes and equipment do not obstruct each other, and the opening date is set once the critical filings are resolved, not when the contract is signed.

Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. Most of our clients live outside Mexico and run the business remotely: the system is built for that.

Frequently asked questions

Can work be done on the beachfront during nesting season?

With restrictions. From May to October, lighting towards the beach, night noise, machinery and sand movement are limited. Heavy work is scheduled outside that period and interior work is left for the window. Ignoring it is not a fine: it is closure of the work front.

Why does a small unit cost more per metre?

Because washrooms, kitchen, storage, electrical board and extraction equipment cost nearly the same in 80 m² as in 200 m², but are spread over fewer metres. In Akumal almost the whole commercial stock is small, so cost per m² is always read against the unit’s brief, not against a regional average.

Can you open in phases so trading starts earlier?

Yes, where the use and Protección Civil allow it. We define an operable core — access, washrooms, emergency exits and the services on that front — and execute the rest afterwards at hours that do not interfere. It has to be planned from the design stage; improvising it mid-build is expensive.

What filings go with the construction licence?

Depending on the use: land-use certificate, municipal construction licence, Protección Civil sign-off for occupancy and exits, the COFEPRIS operating notice where food is handled, and contracts or load increases with CFE and the water operator. We handle them inside the same contract.
