On Cozumel commerce is organised around the cruise calendar. The terminals dictate how many people come ashore each day, and that figure decides where a unit makes sense, what hours it keeps and when the works can happen.

San Miguel, Puerta Maya and Punta Langosta do not generate the same footfall or the same spending profile. Jewellery and duty free concentrate where the large ships berth; diving, vehicle rental and restaurants for residents live off downtown and the seafront. Before designing a unit we review the year’s berthing calendar to size capacity, washrooms and tills.
In a unit next to a terminal, noisy work and material handling are scheduled on days with no berthing or in the night window. That lengthens the nominal programme but avoids the expensive outcome: closing a unit on high-traffic days. We plan it the opposite way round from the mainland, starting from the trading calendar and fitting the works inside it.
Every material crosses by ferry, so a fit-out is bought in batches and stored on the island. Power is the second constraint: refrigeration, kitchens and air conditioning ask for a load the unit does not always have, and upgrading with CFE has its own lead time. Hardware, roller shutters and anchors go in 316 stainless because of permanent marine exposure.
Commercial shell: MXN 11,000 to 17,500 per m². Fit-out by use: MXN 9,500 to 23,000 per m². The island premium is eight to twelve per cent and comes from sea freight and storage, not from labour.
A 120–250 m² fit-out takes four to six months, because the working window depends on the berthing calendar and purchases are consolidated to cut crossings. Add six to ten weeks for the municipal licence, plus Protección Civil, COFEPRIS where food is involved, and the CFE load-increase procedure when the equipment demands it.
We cover the full cycle: land-use and feasibility checks, executive and services design, licence filing with the responsible engineer, civil works, electrical, plumbing, air conditioning, extraction, voice and data, finishes, fixed furniture and signage. Handover comes with as-built drawings, calculation records and the files Protección Civil asks for.
Where the use handles food, we resolve the grease trap, extraction and washing at design stage rather than as a late adjustment: it is the item that causes the most retrofits and the most expensive to correct once the unit is finished.
A line-item budget with quantities and unit rates, changes signed before execution and payments against verified progress. The programme is organised by work fronts so services, finishes and equipment do not obstruct each other, and the opening date is set once the critical filings are resolved, not when the contract is signed.
Weekly reports with dated photographs and a fortnightly video call from site, in Spanish, English, German, French, Russian or Chinese. Most of our clients live outside Mexico and run the business remotely: the system is built for that.

It depends on the use. Next to a terminal you capture the disembarkation peak, but rent is high and operations follow the berthing calendar. Downtown and the seafront give a steady flow of residents and staying visitors, with a lower peak and less seasonality. We size it with the year’s berthing calendar in hand.
Well planned, very little: you buy in large batches and store on the island. Badly planned, every forgotten item costs an order-and-crossing cycle. That is why we close the selection of finishes and equipment before starting and keep local storage throughout.
Yes, where the use and Protección Civil allow it. We define an operable core — access, washrooms, emergency exits and the services on that front — and execute the rest afterwards at hours that do not interfere. It has to be planned from the design stage; improvising it mid-build is expensive.
Depending on the use: land-use certificate, municipal construction licence, Protección Civil sign-off for occupancy and exits, the COFEPRIS operating notice where food is handled, and contracts or load increases with CFE and the water operator. We handle them inside the same contract.
