This is how we run every new build, with the timings we actually see in Puerto Aventuras:

Puerto Aventuras belongs to Solidaridad, so land use, the building licence and the DRO are processed in Playa del Carmen. The real difference is inside the gate: as a private community, the project also goes through the estate's administration and design committee, with rules on height, façade, colours, working hours and truck access. We have worked with those by-laws for years and file the full package so you do not lose weeks to review comments.
Limestone with a shallow water table and a highly saline environment from the sea and the marina. Beyond the soil study, greater rebar cover, treated ironwork and anodised aluminium joinery are mandatory here: in Puerto Aventuras it is corrosion, not the structure, that ruins badly built houses. Beachfront lots require a ZOFEMAT concession.

Puerto Aventuras is organised around a private marina and a golf course, with canal-front houses, condominiums facing the basin and an administration that charges dues and regulates building work. Brackish canal water sits metres from most lots, which pushes the hardware and profile specification above what is usual even for this corridor.
The water table is high, particularly towards the front of the plot. Foundations are resolved shallow and widened, cisterns are anchored against uplift, and pool excavation usually needs dewatering.
The competent municipality is Solidaridad, and the environmental file falls to municipal + ZOFEMAT en frente de marina.
Being beachfront brings ZOFEMAT into play: the federal twenty metres from the tide line are not bought but concessioned, and the concession does not pass to a buyer on its own. Before designing, measure the usable depth of the lot after deducting that strip and the municipal setback line.
What decides this particular plot: muros de canal y escolleras: cualquier intervención en el borde tiene trámite propio.
Access: acceso controlado con registro.
Controlled access means named worker registration, restricted hours and delivery windows. In practice that adds 15 to 25 percent to the programme, at a real cost premium of 8 to 15 percent.
Severe salt exposure. The standard here is 50 mm of concrete cover over the steel and f'c 250 or higher with a chloride-inhibiting admixture; 316 stainless — not 304 — for balustrades, hardware and anchors; marine-finish aluminium with stainless fixings; condensers on the landward side with coated fins. The premium over an inland lot is 12 to 20 percent, and without it the first refurbishment arrives around year six.
The estate's internal rules apply alongside the municipal licence: heights, setbacks, facade materials, working hours and a bond. Ask for them in writing before the concept design, because the criteria get updated and are usually more restrictive than the municipal norm.
