Permits and Building Rules in Puerto Cancún

In Benito Juárez the building licence goes through the Urban Development office with a DRO-endorsed project. Puerto Cancún and the Hotel Zone add FONATUR sign-off and, on beachfront lots, a ZOFEMAT concession. Gated communities such as Cumbres, Aqua and Lagos also run a design committee with height, façade and working-hours rules.

The lot: what decides your foundation

Limestone with fill areas and a high water table near the Nichupté lagoon. The soil study sets the foundation type and the damp-proofing strategy; on lots near the lagoon, reinforced waterproofing and anti-corrosion protection of the rebar are mandatory.

Puerto Cancún is Cancún’s premium residential zone: marina, golf course and gated phases minutes from downtown and the airport. Because it sits on FONATUR land, the project needs their sign-off on top of the Benito Juárez licence, and lots facing the canal or the sea add a ZOFEMAT concession and a reinforced anti-corrosion spec.

The design committee, and what it reviews before the city does

In Puerto Cancún the municipal permit is only half the route. The other half is decided by the development's design committee, and it is worth going there before filing with Benito Juárez: a scheme approved by the city but refused by the committee gets redrawn from scratch.

What is reviewed as a matter of course:

  • Height and number of storeys, with criteria that vary by section of the development.
  • Setbacks to boundaries, to the street, and to the golf course or canal where the lot adjoins them.
  • Facade palette: permitted tones, materials, roof type and the treatment of boundary walls.
  • Plant location: condensers, cistern, machine room and bins kept out of the visible elevation.
  • Existing trees, with replanting where it applies.

Allow four to eight weeks for the ruling and a construction bond — typically 50,000 to 150,000 MXN — returned after the exit inspection.

Marina, canal and golf frontage: what changes on site

Lots in Puerto Cancún are not uniform, and each frontage imposes something different.

Canal or marina frontage. Brackish water a few metres away accelerates corrosion: hardware and balustrades in 316 stainless — not 304 — marine-finish aluminium profiles and stainless fixings on everything exposed. Existing retaining walls and revetments should be surveyed before designing terraces or docks, and any work on the canal edge carries its own permit.

Golf frontage. Beyond the required setback, allow for protection of glazing exposed to ball flight, and for course irrigation, which on some frontages uses treated water: that shapes planting selection and low facade finishes.

Logistics. Controlled access with named worker registration, restricted working hours and a shutdown in peak season. In practice a build inside the development takes 15 to 25 percent longer than an equivalent one outside, and the real cost premium runs 8 to 15 percent.
