We handle construction permits in Puerto Cancún end to end at the Benito Juárez planning department, with prior sign-off from the development: land use, licence, DRO and utilities. Here the file also carries the ZOFEMAT concession and a ruling from the development committee. You never queue at a counter; we hand over the signed file.
We check density, land use and lot restrictions in Puerto Cancún before designing: in Benito Juárez the certificate is issued per lot and is the first real filter.
We file and follow the license with the municipality through to the final resolution.
A DRO with an active license signs and is legally responsible for the build and code compliance.
In Puerto Cancún there is federal frontage: the ZOFEMAT concession is filed separately from the licence and paid annually. We handle it alongside the municipal file.
Civil Protection sign-off, CFE and water feasibility, plus the ruling from the development committee or management, which in Puerto Cancún is required before the municipality.
We hand you the full ordered file: stamped plans, licenses, DRO and authorizations.
Puerto Cancún is a marina development on the water, and that doubles the counter: on top of the Benito Juárez municipal file, the canal edge, the moorings and any work over water fall under federal concession and the development's own rulebook. Design-committee approval is obtained before the municipal filing, not after.
The typical delay here comes from doing things in the wrong order. Owners who file with the town hall first and the committee second usually end up correcting the facade, the heights or the material palette and refiling, losing their place in the review queue.

In Puerto Cancún the process runs on two tracks, and the order matters. The development's design committee rules on height, storeys, setbacks, facade palette, plant location and trees; that ruling is worth having before filing with Benito Juárez, because a scheme approved by the city and refused by the committee gets redrawn from scratch. Allow four to eight weeks for the internal review and a construction bond — typically 50,000 to 150,000 MXN — recovered after the exit inspection, together with the condition survey of roads signed off before you start.
Lots fronting the canal or marina add procedures that do not apply inland: any work on the canal edge, a retaining wall, revetment or dock carries its own permit and, depending on the case, environmental review. Before designing terraces cantilevered over water, confirm in writing what is permitted on that specific frontage. On golf frontage, the mandatory setback and the course's access and maintenance easements are examined in the same committee ruling. None of this prevents building, but all of it is scheduled alongside the municipal licence rather than after it.
There is no single procedure for the Riviera Maya. In Puerto Cancún the competent authority is the Benito Juárez municipality, the environmental regime is municipal + ZOFEMAT on the marina frontage, and that decides which documents enter the file and in what order.
The water table next to the canal is high and salt exposure by the basin is severe. That is not a cosmetic detail: the structural calculations attached to the licence have to justify concrete cover and anchorage, and the municipal reviewer asks for it.
The ground is limestone and sand and the water table is high next to the canal, which weighs on the soil study that accompanies the licence application. Access is gated access with registration and the development regime is development rulebook, design committee.
With a complete, well-assembled file, count on 6 to 12 months: the federal environmental resolution sets the start; the municipal file runs behind it.
We assemble the file in the order the development imposes: committee first, edge concession if the project touches the water, municipality last with everything already signed. That is the difference between one review round and three.
What decides a project here: Marina development on the waterfront: the canal edge and the moorings carry their own permits on top of the municipal file.
You can review and compare these figures against other zones in the zone checker.
The design committee's approval, together with the survey of the water's edge. The committee reviews massing, facade and materials, and the municipality asks for that ruling inside the package. If the project also touches the canal — dock, breakwater, edge retaining wall — a separate concession process opens, with its own drawings and its own calculations. Each runs at its own pace and none waits for the others, so the real start date is set by the slowest of the three, not by the municipal licence.
The two share marina logic, but Puerto Cancún sits inside Benito Juárez and is read against Cancún’s urban planning, with its demanding design committee and internal rulebook. Puerto Aventuras belongs to Solidaridad and its main friction is operational: access, hours and dues. In Puerto Cancún a project is won or lost at the facade review; in Puerto Aventuras, in the day-to-day coordination of the site.
Same role, different name, and it is worth knowing before you call the counter. The Solidaridad code, which governs Playa del Carmen, speaks of a Director Responsable de Obra (DRO). The Benito Juárez municipality, which is Cancún, registers and publishes its professionals as Perito Responsable de Obra (P.R.O.), alongside the Corresponsable de Estructura and Corresponsable de Instalaciones roles for projects that require them by size or use.
In practice the function is identical: they sign the project, answer legally for code compliance and keep the site logbook. What changes is the register: a professional listed in Solidaridad is not automatically authorised in Benito Juárez, and vice versa. That is why a file assembled in Playa del Carmen cannot be filed as-is in Cancún.
We work with a professional listed on the register that matches the municipality, and bring in the co-responsible specialists when the project calls for them. In a Cancún filing, that registration is the first thing the town hall checks.
