We handle construction permits in Cancún end to end at the Benito Juárez municipal planning department (Dirección General de Desarrollo Urbano): land use, licence, DRO and utilities. Here the file is entirely municipal, which is the fastest route in the region. You never queue at a counter; we hand over the signed file.
We check density, land use and lot restrictions in Cancún before designing: in Benito Juárez the certificate is issued per lot and is the first real filter.
We file and follow the license with the municipality through to the final resolution.
A DRO with an active license signs and is legally responsible for the build and code compliance.
In Cancún no state or federal environmental authority is involved inland: the file is municipal, which is why it starts sooner than on the coast.
Civil Protection sign-off and CFE and water feasibility. In Cancún the connection is resolved lot by lot, so we file it in parallel with the design.
We hand you the full ordered file: stamped plans, licenses, DRO and authorizations.
In Benito Juárez zoning is read by supermanzana, not by neighbourhood: two lots four streets apart can carry different density and storey limits. The land-use certificate is requested with the supermanzana and block number from the municipal cadastre, and it is the document that decides whether the project in your head fits the land you bought.
What most often delays a file in Cancún is not the licence: it is arriving with drawings based on the wrong density. Once the project is drawn and the land-use certificate says otherwise, the redesign costs weeks of architect time and a second review round.

Talking about permits in Cancún as a single process is misleading: within the same municipality of Benito Juárez the file changes substantially with location. In established urban areas — Palmaris, Cumbres, Villa Magna — the municipal licence is essentially the whole procedure. In gated estates a design committee ruling is added, and it is worth obtaining before the municipal file. In the Hotel Zone the FONATUR planning legacy and federal ZOFEMAT stack on top, and frequently SEMARNAT as well where dune or coastal vegetation is involved. And to the south, near Puerto Morelos, even the competent municipality can change.
The land-use certificate is not a procedural box to tick; it is the brief. It fixes COS, CUS, storey count, setbacks and permitted use. Commissioning a concept design before holding it is the most common cause of a full redesign in this city, because the real figures are usually more restrictive than owners assume. The order that works is: land-use certificate and alignment first; soil investigation next; technical design signed by a DRO; a documented drainage solution; and only then the licence application. At the end, completion certificate and cadastral update — the step most often forgotten, and the one that gets paid for on resale.
There is no single procedure for the Riviera Maya. In Cancún the competent authority is the Benito Juárez municipality, the environmental regime is municipal; FONATUR in the hotel zone, and that decides which documents enter the file and in what order.
Inland, away from the federal strip, the file is entirely municipal and no environmental authority takes part. That makes Cancún the fastest place in the region to start building: with the land-use certificate in hand and the DRO appointed, the licence resolves without waiting on a third party.
The ground is urban limestone and the water table is deep inland, which weighs on the soil study that accompanies the licence application. Access is established urban street grid and the development regime is subdivisions with their own rulebooks.
With a complete, well-assembled file, count on 4 to 10 weeks: the whole file is municipal, with no environmental authority in between.
We pull the land-use certificate before a single line is drawn, verify COS, CUS, storeys and the supermanzana restrictions, and only then start designing. If the lot will not carry the programme you want, you find out in the first week rather than after paying for a full set of construction drawings.
What decides a project here: Zoning runs by supermanzana — density and storeys change from one to the next.
You can review and compare these figures against other zones in the zone checker.
The land-use certificate issued per supermanzana. It is not a formality: it fixes COS, CUS, storey count and the restrictions on that specific lot, and it is what tells you whether the programme fits before you commission a full set of drawings. It is requested with the cadastral key, and the municipal answer normally arrives in two to three weeks. Everything else in the file — licence, DRO, utility feasibility — is built on that sheet. That is why the right order in Cancún is certificate, concept, construction drawings, licence; reversing it is what turns a two-month process into a five-month one.
Same role, different name, and it is worth knowing before you call the counter. The Solidaridad code, which governs Playa del Carmen, speaks of a Director Responsable de Obra (DRO). The Benito Juárez municipality, which is Cancún, registers and publishes its professionals as Perito Responsable de Obra (P.R.O.), alongside the Corresponsable de Estructura and Corresponsable de Instalaciones roles for projects that require them by size or use.
In practice the function is identical: they sign the project, answer legally for code compliance and keep the site logbook. What changes is the register: a professional listed in Solidaridad is not automatically authorised in Benito Juárez, and vice versa. That is why a file assembled in Playa del Carmen cannot be filed as-is in Cancún.
We work with a professional listed on the register that matches the municipality, and bring in the co-responsible specialists when the project calls for them. In a Cancún filing, that registration is the first thing the town hall checks.
