Permits: Construction permits, licences and DRO
The construction process is the same one we run across the Riviera Maya: lot review, concept design, construction documents, permits, foundation, shell, services and finishes, then turnkey handover. See the full process with per-stage timings.
The breakdown of what the price per m² includes and excludes is common to all our projects.
In Solidaridad the process starts with the land-use certificate and the current PDU: it sets how many storeys and what building density your lot allows. The building licence requires drawings signed by a DRO registered with the municipality, a structural report and services plans. If the lot borders mangrove, dune or a cenote, a state environmental permit is added.
The ground is limestone karst: good bearing capacity, but with hidden cavities and cenotes. That is why we start with a soil-mechanics study — it decides between strip footings, a mat foundation or piles, and prevents the classic overrun of discovering a void once the build is underway.
Playa Magna is a consolidated gated residential area in Playa del Carmen, with steady long-term rental demand and a more reasonable price than the beachfront. The natural product is a house to live in year-round or to rent to residents, not for daily turnover. The community rules set façade, heights and green areas, and the Solidaridad municipal licence with a DRO runs in parallel.

Playa Magna is a residential estate north of Cancún with wide streets, green areas and two-storey houses on 200 to 400 m² lots. The profile is the local family working in the city or the hotel zone, so the usual brief runs to three bedrooms, parking for two cars, and a usable yard rather than a display terrace.
The water table is deep, so conventional foundations — isolated and strip footings — need no dewatering during the pour. The trade-off is rock: where compact limestone appears, excavating for pool and cistern calls for a hydraulic breaker and pushes up the earthworks.
The competent municipality is Benito Juárez, and the environmental file falls to municipal.

On an urban lot with no manoeuvring yard, material arrives in small frequent deliveries, the skip needs a permit, and concrete is pumped from the street.
Intermediate salt exposure, where a graded standard serves better than applying the beachfront recipe to everything: 316 stainless for anything permanently exposed to weather, 304 defensible indoors and under cover, quality-coated aluminium with stainless fixings — the galvanic couple between a steel screw and an aluminium frame remains the most expensive and most common mistake.
The estate's internal rules apply alongside the municipal licence: heights, setbacks, facade materials, working hours and a bond. Ask for them in writing before the concept design, because the criteria get updated and are usually more restrictive than the municipal norm.
