Permits and Building Rules in Isla Dorada, Cancún

In Benito Juárez the building licence goes through the Urban Development office with a DRO-endorsed project. Puerto Cancún and the Hotel Zone add FONATUR sign-off and, on beachfront lots, a ZOFEMAT concession. Gated communities such as Cumbres, Aqua and Lagos also run a design committee with height, façade and working-hours rules.

The lot: what decides your foundation

Limestone with fill areas and a high water table near the Nichupté lagoon. The soil study sets the foundation type and the damp-proofing strategy; on lots near the lagoon, reinforced waterproofing and anti-corrosion protection of the rebar are mandatory.

Isla Dorada is the residential exception inside Cancún’s Hotel Zone: private lots on the canals, with water access and neighbours rather than hotels. FONATUR land and the Benito Juárez licence with a DRO, plus a ZOFEMAT concession where the lot faces the lagoon or the canal. High water table and salt exposure: the marine spec and reinforced waterproofing are not optional, and site access is agreed around the zone’s traffic.

A lagoon lot: water one spade down

Isla Dorada sits inside the Nichupté lagoon system, and that settles the engineering before the architecture. The water table is high and the ground mixes sand, silt and formation fill, with bearing capacity that varies from lot to lot.

What we always check before designing:

  • A soil investigation with boreholes, not an extrapolation from next door: on filled ground the variation is real.
  • Raft foundations in most cases, to spread loads and control differential settlement.
  • Anchoring cisterns against uplift.
  • Dewatering and shoring during pool excavation, which here is a serious line item.
  • The lagoon-edge wall: its condition governs terraces, docks and garden, and any work on the edge needs an environmental procedure.

The reward is the outlook and the privacy; the price is a more expensive foundation and a schedule that depends on the weather more than inland.

Access, services and corrosion on a lagoon frontage

Access. A single bridge governs the logistics: the size and weight of delivery vehicles, delivery windows and manoeuvring within narrow streets. Concrete pumps and cranes are booked weeks ahead, and a delivery turned away at the gate is a cancelled pour that still gets paid for.

Corrosion. Lagoon air is saline even where it is not open sea. We apply the same standard as on beachfront: 316 stainless on anything exposed, marine-finish aluminium, protected condensers, and a freshwater rinse twice a year.

Mosquitoes and damp. Standing water nearby calls for garden drainage with no low points, insect screens designed into the joinery rather than bought afterwards, and dehumidification in houses that stand closed for stretches.

Environmental. Mangrove and edge vegetation are federally protected; the boundary between garden and wetland has to be documented before a single cubic metre is moved.
