The resident population is growing, tourism arrives all year and the hotel sector employs hundreds of people. That sustains general consultation, dentistry, a basic laboratory and wound care, with seasonal peaks of minor emergencies. The brief that works is small and well resolved, with stabilisation and transfer capacity, rather than an attempt at a low-volume hospital.

Water and waste: scrutinised closely here

Any health facility near the lagoon concentrates two risks the municipality watches: sanitary discharge and biological-infectious hazardous waste. A sized treatment plant, no discharge to the ground, a temporary waste store under NOM-087 and a contract with an authorised carrier. It is resolved in the file, not with operational goodwill.

Reliable power and a supply line that comes from far

Outages happen and a clinic cannot depend on them not happening: an emergency generator with automatic transfer and UPS on critical equipment are part of the scope. On supply, Bacalar is far from the corridor’s centres, so medical equipment, gases and consumables are planned well ahead and slack is left on items with a single supplier.

Why the order of filings decides the opening date

The municipal licence authorises building; the sanitary licence or notice authorises operating, and it is resolved on completed works with equipment installed and running. So the opening date is set when the health file closes, not when the construction contract is signed. We plan both in parallel so the second does not begin when the first ends.

Frequently asked questions

Can we discharge to the municipal sewer or a septic tank?

Near the lagoon, no. A health facility needs its own properly sized treatment and no discharge to the ground. It is the item most often underestimated in quick budgets and the one that causes most problems at inspection, because it cannot be corrected without redoing services.

How much does the distance to Chetumal affect the project?

Far more in the brief than in the cost. A forty-minute transfer means the clinic has to stabilise well — oxygen, observation, clear ambulance access — rather than expand areas that patient volume here does not sustain.

Do you accompany the COFEPRIS process?

We handle the technical file: drawings, calculation records, specifications for finishes and services, medical gases and biological waste handling, and we respond to inspection observations. The facility’s health officer remains the signatory, and we work coordinated with that role from concept stage.

Can a clinic be fitted out in a unit that is already leased?

Yes, and it is the most common case. What has to be verified before signing the lease is clear height, electrical capacity, the possibility of extraction, the position of drainage stacks and space for the waste store. A two-hour review before signing avoids months of trouble afterwards.
