Tulum is the strictest municipality on the coast. On top of land use and the municipal licence with a DRO, most projects need environmental authorisation from SEMA (and an MIA where there is land clearing or proximity to cenotes or mangrove). The PDU caps density and height by zone and requires a minimum permeable green area. Budget 3 to 5 months for permits. Lodging adds another layer: a land-use certificate with hotel designation — not every lot allows it, and it is the first thing we verify — the operating licence, Civil Protection sign-off, a CFE electrical project sized to occupancy and tourism registration. A restaurant open to the public adds health and capacity requirements.
Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.
Soliman Bay is low-density beachfront with large lots and almost no public infrastructure. The natural product is a high-ticket rental villa; for lodging, a very small self-sufficient format — well, cistern, treatment plant and solar — sized from the concept stage. Unlike Tankah, Soliman offers larger lots and a more open bay: more privacy and beachfront per property, in exchange for a longer drive to Tulum and self-sufficiency solved at a bigger scale. It is the choice for one large house, not several small ones.
