Land use and the Tulum municipal licence with a DRO, plus SEMA environmental authorisation, which applies across practically the whole area. For lodging: first the land-use certificate with the right use; then the operating licence, Civil Protection sign-off, CFE capacity by occupancy and tourism registration. With SEMA involved, 3 to 5 months of permits — the process starts with the concept design.
Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.
Aldea Zamá is the part of Tulum where short-term rental is already consolidated: underground services, finished streets and year-round demand.
