Permits and Building Rules in Ciudad Mayakoba

In Solidaridad the process starts with the land-use certificate and the current PDU: it sets how many storeys and what building density your lot allows. The building licence requires drawings signed by a DRO registered with the municipality, a structural report and services plans. If the lot borders mangrove, dune or a cenote, a state environmental permit is added. Lodging adds another layer: a land-use certificate with hotel designation — not every lot allows it, and it is the first thing we verify — the operating licence, Civil Protection sign-off, a CFE electrical project sized to occupancy and tourism registration. A restaurant open to the public adds health and capacity requirements.

The lot: what decides your foundation

The ground is limestone karst: good bearing capacity, but with hidden cavities and cenotes. That is why we start with a soil-mechanics study — it decides between strip footings, a mat foundation or piles, and prevents the classic overrun of discovering a void once the build is underway.

Ciudad Mayakoba is an urban master plan — single-family, multi-family and mixed-use lots around a country club — which is why it allows programmes the other two cannot host.
