Tulum is the strictest municipality on the coast. On top of land use and the municipal licence with a DRO, most projects need environmental authorisation from SEMA (and an MIA where there is land clearing or proximity to cenotes or mangrove). The PDU caps density and height by zone and requires a minimum permeable green area. Budget 3 to 5 months for permits. Lodging adds another layer: a land-use certificate with hotel designation — not every lot allows it, and it is the first thing we verify — the operating licence, Civil Protection sign-off, a CFE electrical project sized to occupancy and tourism registration. A restaurant open to the public adds health and capacity requirements.
Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.
Selvazama is Tulum’s urbanised master plan: water, drainage, power and fibre already built, with single-family, multi-family and mixed-use lots. One of the few places in Tulum where a lodging project starts without utility feasibility risk; what remains is hotel land use and the SEMA route. Unlike Tankah or Soliman, there is no beach and no ZOFEMAT here: it is urbanised land with connected services. You trade the beachfront for a build that starts without a well, without its own plant and without depending on a dirt road — plus the option of mixed use inside the same master plan.

Selvazama is set up for low-impact lodging: cabins, small lodges and villas scattered among the trees rather than volume. The master plan limits clearing and density, which caps the possible key count but sustains the rate — the product sells on precisely what the rules protect.
The water table sits at intermediate depth: conventional foundations work, but pool and cistern excavation is best scheduled outside the rainy season.
The competent municipality is Tulum, and the environmental file falls to SEMA.

Controlled access means named worker registration, restricted hours and delivery windows. In practice that adds 15 to 25 percent to the programme, at a real cost premium of 8 to 15 percent.
Low salt exposure. 316 stainless can be reserved for genuinely exposed work with 304 used indoors, which saves noticeably on metalwork and steel joinery without shortening service life.
There is no design committee: the municipal licence is essentially the whole procedure, which shortens the calendar and makes this kind of lot a good candidate for a fixed-price contract, with fewer unknowns underground.
