What gets built in the Hotel Zone
The strip between the Caribbean and the Nichupté lagoon was planned by FONATUR for hotels and condominiums. Single-family lots exist mainly on the lagoon side and in small residential pockets; the sea side is almost entirely towers. That means two kinds of project:
- New houses on lagoon lots — few, expensive, with the lagoon federal zone along the water and high ground-water.
- Condo and penthouse renovations — the bulk of the market: owners modernising 1980s–2000s units for their own use or for short-term rental.
Licences come from the municipality of Benito Juárez. In a tower, the condominium administration’s approval comes first: any work on structure, facade, windows or shared installations needs its sign-off, and its rules decide working hours, elevator use and debris removal.

What drives cost and time inside a tower
- Elevator and hours. Materials go up a shared elevator with protection and booked slots; noisy work is limited to weekday hours. On a full renovation this can add 15–25% to labour time.
- Debris. Everything comes down the same way and leaves in bagged loads; the administration often sets the route and charges deposits.
- Hidden condition. Old risers, aluminium wiring, corroded window frames and spalling balcony slabs show up once walls open. Budget a 10–15% contingency on older towers.
- Salt and storms. Sea-facing units need 316 stainless, marine-grade aluminium and impact-rated glazing that matches the facade rules.
A full condo renovation takes 3–5 months, a penthouse 5–8 months, a new lagoon house 12–16 months after approvals. If you are renting the unit, schedule the work in the low season and agree a fixed price with milestone payments and weekly photo reports.
