Villa and hotel construction in Región 15, Tulum

Rental villas, small hotels and investment projects in Tulum’s lower-entry-price region: parcel checks, SEMA and municipal filings, construction and an operable handover.

Región 15 is Tulum’s investment zone with the lowest entry price, and many projects here are clusters of rental villas or compact hotels built to a clear return. They succeed when every parcel is checked and the buildings are designed to rent well and cost little to run.

Parcel-by-parcel due diligence

Services, roads and boundaries vary from one parcel to the next. We confirm CFE supply, water, drainage and access for each parcel, because a cluster of villas is only as good as the weakest lot’s infrastructure.

Clusters that rent

A group of two- and three-bedroom villas with private plunge pools often outperforms a single larger building here. We design repeatable units that are efficient to build, private to stay in and easy for one manager to run.

Rainy-season logistics

Unpaved stretches can close in heavy rain. We plan pours and deliveries for the dry months, keep a programme buffer and phase construction so the first units can open while the rest are finished.

Budget and programme for a boutique hotel in Región 15, Tulum

For rental villas or a compact hotel in Región 15 we work in a range of MXN 14,000 to 26,000 per built m² (roughly USD 760 – 1,420/m²). Repeatable units keep costs efficient; infrastructure varies by parcel.

A cluster of six to twelve villas or a fifteen-key hotel takes eleven to fifteen months, and phasing lets the first units earn while the rest are completed. Services checks, SEMA and the municipal licence come first.

How we run a villa at this level

A single contract covers concept, executive design and engineering, filings with the responsible engineer, construction with our own crews, special installations, pool, landscaping and handover with as-built drawings, datasheets and manuals. We coordinate the client’s architect or interior designer where one already exists; we do not insist on also being the authors of the design.

The budget comes out as line items with quantities and unit rates, and every change is priced and signed before it is executed. Payments go against verified progress on site, never against calendar dates.

Remote control and a handover ready to operate

Most of our clients are outside Mexico during construction: a weekly report with dated photographs, a fortnightly video call from site and a live budget available at any time. We work in Spanish, English, German, French, Russian and Chinese.

We hand over an operable house: equipment commissioned, a six-monthly maintenance plan, an inventory of critical spares and, if the property will be rented, the documentation the operator needs from day one. In the restricted zone a bank trust is the usual vehicle, and we coordinate notary and bank in parallel with the works.

Frequently asked questions

Can I open part of a villa cluster in Región 15 before it is finished?

Yes, if it is phased from the design stage, with services and access for the first units completed first. We plan the phases with you.

Why build several small villas instead of one hotel in Región 15?

Small villas with private pools often rent better here, are simpler to manage and can be built in phases. The right mix depends on the parcel and the market.
