Permits and Building Rules in Región 15, Tulum

Tulum is the strictest municipality on the coast. On top of land use and the municipal licence with a DRO, most projects need environmental authorisation from SEMA (and an MIA where there is land clearing or proximity to cenotes or mangrove). The PDU caps density and height by zone and requires a minimum permeable green area. Budget 3 to 5 months for permits.

The lot: what decides your foundation

Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.

Región 15 is the fastest-growing part of Tulum: the price per m² has more than doubled in a year and a half and the Kukulkán avenue corridor keeps pushing it. Ten minutes from the beach and the archaeological zone, it is currently the city’s best balance of entry price and appreciation — with the usual caveat of a young area: services and legal status have to be checked street by street before buying.

What sets this area apart

Región 15 is Tulum's investment zone proper: a lower entry price than Aldea Zamá or La Veleta, a generous layout and plenty of still-undeveloped land. It attracts compact short-let product, which is why the condominium rules and permitted density deserve checking before purchase — the surroundings can change character within two or three years.

What lies under the lot, and who authorises

The water table sits at intermediate depth: conventional foundations work, but pool and cistern excavation is best scheduled outside the rainy season.

The competent municipality is Tulum, and the environmental file falls to SEMA.

What decides this particular plot: zona de inversión con precio de entrada más bajo: verificar CFE y drenaje parcela por parcela.

Site logistics, services and materials

Access: vialidades internas, tramos sin pavimentar.

On an unpaved approach the site road is the first line item — hardcore and drainage ditches — not an improvisation in May: in the rainy season a concrete truck that cannot get in is a cancelled pour that still gets paid for.

There is no service connection at the boundary: extending the line with a transformer runs 250,000 to 900,000 MXN depending on distance, and with no municipal sewer an on-site treatment plant stops being optional. Both are priced before the land purchase closes.

Low salt exposure. 316 stainless can be reserved for genuinely exposed work with 304 used indoors, which saves noticeably on metalwork and steel joinery without shortening service life.

The development has a design committee, and its ruling is worth obtaining before filing with the municipality: a scheme approved by the city and refused by the committee gets redrawn from scratch. It reviews height and storeys, setbacks, facade palette, plant kept out of sight and existing trees. Allow four to eight weeks and a refundable construction bond.
