This is how we run every new build, with the timings we actually see in Soliman Bay:
Land use, legal status, utilities and cenote or cavern risk. Before you buy, if you have not bought yet.
1–2 weeks
Layout, massing and a preliminary cost per m². This is where the real scope is set against your budget.
2–3 weeks
Architectural, structural, electrical and plumbing drawings signed by a DRO, plus a closed itemised budget.
4–6 weeks
Land use, building licence, DRO, CFE and water hook-ups, environmental permit where required.
4–20 weeks
Soil mechanics, rock excavation, footings or mat foundation and under-slab services.
3–5 weeks
Structure, walls, slabs and roofs — the stage that decides how the house holds up against hurricanes and salt air.
10–16 weeks
Electrical, plumbing, air conditioning, plaster, floors, carpentry, ironwork, pool and chukum.
12–20 weeks
Cleaning, systems testing, house manual, as-built drawings and a written 1-year warranty.
1–2 weeks
Total: 8 to 14 months of construction plus 3–5 months of design and permits.
Tulum is the strictest municipality on the coast. On top of land use and the municipal licence with a DRO, most projects need environmental authorisation from SEMA (and an MIA where there is land clearing or proximity to cenotes or mangrove). The PDU caps density and height by zone and requires a minimum permeable green area. Budget 3 to 5 months for permits.
Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.
Soliman Bay is the beachfront villa enclave between Akumal and Tulum: low density, large lots, a protected reef and almost no public infrastructure, so many projects are solved with a well, cistern, treatment plant and solar. Tulum municipality, with SEMA on most lots and ZOFEMAT on the beachfront; construction logistics run longer and that shows in the cost per m².
