Beyond land use, the Tulum licence with a DRO and SEMA authorisation on most lots, La Veleta has a prior step that is not optional: verifying real feasibility of water, drainage and CFE on that particular street, plus the lot’s legal status. Lodging adds the right use in the land-use certificate, the operating licence, Civil Protection, electrical capacity and tourism registration.
Fractured limestone with frequent cenotes and caverns, especially in Región 15 and La Veleta. A geophysical survey is not optional here: finding a cavern under the footprint after the foundation has started costs weeks of delay and hundreds of thousands of pesos.
La Veleta is the most accessible entry into the Tulum market: cheaper land and fast growth, with the trade-off that services vary street by street. For a rental villa or a small boutique it is the city’s best investment-to-rate ratio — provided the pre-purchase check is serious: water, CFE, paved access, land use and the lot’s legal status.

La Veleta is where most rental product in Tulum is being built, and therefore where the average nightly rate is falling fastest. A new project here has to differentiate on something other than price: a real pool, three bedrooms rather than a studio, or an operation that answers within minutes. Supply is growing faster than demand.
The water table sits at intermediate depth: conventional foundations work, but pool and cistern excavation is best scheduled outside the rainy season.
The competent municipality is Tulum, and the environmental file falls to SEMA.

On an unpaved approach the site road is the first line item — hardcore and drainage ditches — not an improvisation in May: in the rainy season a concrete truck that cannot get in is a cancelled pour that still gets paid for.
There is no service connection at the boundary: extending the line with a transformer runs 250,000 to 900,000 MXN depending on distance, and with no municipal sewer an on-site treatment plant stops being optional. Both are priced before the land purchase closes.
Low salt exposure. 316 stainless can be reserved for genuinely exposed work with 304 used indoors, which saves noticeably on metalwork and steel joinery without shortening service life.
The development has a design committee, and its ruling is worth obtaining before filing with the municipality: a scheme approved by the city and refused by the committee gets redrawn from scratch. It reviews height and storeys, setbacks, facade palette, plant kept out of sight and existing trees. Allow four to eight weeks and a refundable construction bond.
