In Solidaridad the process starts with the land-use certificate and the current PDU: it sets how many storeys and what building density your lot allows. The building licence requires drawings signed by a DRO registered with the municipality, a structural report and services plans. If the lot borders mangrove, dune or a cenote, a state environmental permit is added. Lodging adds another layer: a land-use certificate with hotel designation — not every lot allows it, and it is the first thing we verify — the operating licence, Civil Protection sign-off, a CFE electrical project sized to occupancy and tourism registration. A restaurant open to the public adds health and capacity requirements.
The ground is limestone karst: good bearing capacity, but with hidden cavities and cenotes. That is why we start with a soil-mechanics study — it decides between strip footings, a mat foundation or piles, and prevents the classic overrun of discovering a void once the build is underway.
El Cielo is the most accessible entry into Playa del Carmen’s gated segment, with custom-home lots and a family atmosphere. Here a long-stay rental villa works better than daily turnover, and lodging is only possible where land use allows it: the community’s rules are written for living, not for running a hotel. Compared with Selvamar, El Cielo is more community and less jungle: walking and cycling paths, sports areas and neighbourhood life, with Xcalacoco beach minutes away. Selvamar trades all that for lower density and preserved vegetation; El Cielo trades it for amenities and activity.

El Cielo is a gated residential estate and short-letting is limited by its rules: buyers who come here with lodging in mind tend to find out late. What works for rental is the annual contract with residents — local professionals, families — at a lower yield but with stable occupancy and far less wear.
The water table is deep, so conventional foundations — isolated and strip footings — need no dewatering during the pour. The trade-off is rock: where compact limestone appears, excavating for pool and cistern calls for a hydraulic breaker and pushes up the earthworks.
The competent municipality is Solidaridad, and the environmental file falls to municipal.

On an urban lot with no manoeuvring yard, material arrives in small frequent deliveries, the skip needs a permit, and concrete is pumped from the street.
Low salt exposure. 316 stainless can be reserved for genuinely exposed work with 304 used indoors, which saves noticeably on metalwork and steel joinery without shortening service life.
The estate's internal rules apply alongside the municipal licence: heights, setbacks, facade materials, working hours and a bond. Ask for them in writing before the concept design, because the criteria get updated and are usually more restrictive than the municipal norm.
