Playa Mujeres sits in the municipality of Isla Mujeres, on its mainland strip north of Cancún: that is where the land-use certificate and the building licence are processed, with drawings signed by a DRO. On FONATUR-origin land their sign-off is added, with urban-image and density review, and beachfront lots require a ZOFEMAT concession. On top of that the development’s design committee reviews heights, materials and façades before the file reaches the municipality. Lodging adds another layer: a land-use certificate with hotel designation — not every lot allows it, and it is the first thing we verify — the operating licence, Civil Protection sign-off, a CFE electrical project sized to occupancy and tourism registration. A restaurant open to the public adds health and capacity requirements.
Limestone with fill areas and a high water table near the Nichupté lagoon. The soil study sets the foundation type and the damp-proofing strategy; on lots near the lagoon, reinforced waterproofing and anti-corrosion protection of the rebar are mandatory.
Playa Mujeres brings together a signature golf course, a marina, unspoilt beach and branded residences north of Cancún, in the municipality of Isla Mujeres. It is the setting where the branded product — serviced residences, condo-hotel, high-end boutique — has a real market, always with FONATUR sign-off and the development’s design committee.

Playa Mujeres is a resort enclave with marina and golf, and independent lodging barely exists: demand arrives by package, not by platform. A private project makes sense here as a residence, or as a high-end rental villa tied to the enclave's services, rather than as a hotel competing head-on.
The water table is very high: on most lots water appears in the first metre of excavation. That rules out a basement, forces a flotation check on cisterns and tanks, and makes dewatering during the pour a real budget line rather than a surprise.
Mangrove sits in the immediate surroundings and is federally protected. The boundary between garden and wetland is documented before a cubic metre is moved, and the environmental study fixes the real buildable footprint.
The competent municipality is Isla Mujeres (continental), and the environmental file falls to SEMARNAT + ZOFEMAT.
Being beachfront brings ZOFEMAT into play: the federal twenty metres from the tide line are not bought but concessioned, and the concession does not pass to a buyer on its own. Before designing, measure the usable depth of the lot after deducting that strip and the municipal setback line.

Severe salt exposure. The standard here is 50 mm of concrete cover over the steel and f'c 250 or higher with a chloride-inhibiting admixture; 316 stainless — not 304 — for balustrades, hardware and anchors; marine-finish aluminium with stainless fixings; condensers on the landward side with coated fins. The premium over an inland lot is 12 to 20 percent, and without it the first refurbishment arrives around year six.
The development has a design committee, and its ruling is worth obtaining before filing with the municipality: a scheme approved by the city and refused by the committee gets redrawn from scratch. It reviews height and storeys, setbacks, facade palette, plant kept out of sight and existing trees. Allow four to eight weeks and a refundable construction bond.
