Punta Brava is in the municipality of Puerto Morelos, independent since 2016 and stricter than its neighbours because of the reef: land use and the building licence are processed there with drawings signed by a DRO. Beachfront lots require a ZOFEMAT concession, and the proximity of the Puerto Morelos Reef National Park and the wetlands usually triggers environmental authorisation with conditions on clearing, runoff and wastewater treatment. Lodging adds another layer: a land-use certificate with hotel designation — not every lot allows it, and it is the first thing we verify — the operating licence, Civil Protection sign-off, a CFE electrical project sized to occupancy and tourism registration. A restaurant open to the public adds health and capacity requirements.
Limestone with a very shallow water table and wetlands nearby: the soil study sets the foundation and, above all, the finished floor level so natural runoff is not compromised. On the beachfront, a full marine spec — greater cover, treated ironwork, anodised joinery, reinforced waterproofing — because the reef is metres away and salt breeze is constant.
Punta Brava has the reef metres offshore and protected wetlands inland, south of Puerto Morelos. The product is a beachfront villa or small nature-led lodging; everything is designed not to affect the Reef National Park, with wastewater treatment and runoff control from the first drawing.

Punta Brava is private residential beside the reef national park: there is no open hotel market and the appeal is exclusivity. A lodging project here runs into the environmental file before it meets demand, and the authorisation calendar usually decides whether the business case closes.
The water table is very high: on most lots water appears in the first metre of excavation. That rules out a basement, forces a flotation check on cisterns and tanks, and makes dewatering during the pour a real budget line rather than a surprise.
The competent municipality is Puerto Morelos, and the environmental file falls to SEMARNAT + ZOFEMAT.
Being beachfront brings ZOFEMAT into play: the federal twenty metres from the tide line are not bought but concessioned, and the concession does not pass to a buyer on its own. Before designing, measure the usable depth of the lot after deducting that strip and the municipal setback line.

Severe salt exposure. The standard here is 50 mm of concrete cover over the steel and f'c 250 or higher with a chloride-inhibiting admixture; 316 stainless — not 304 — for balustrades, hardware and anchors; marine-finish aluminium with stainless fixings; condensers on the landward side with coated fins. The premium over an inland lot is 12 to 20 percent, and without it the first refurbishment arrives around year six.
There is no design committee: the municipal licence is essentially the whole procedure, which shortens the calendar and makes this kind of lot a good candidate for a fixed-price contract, with fewer unknowns underground.
