Rules in this sector
Isla Mujeres municipal licence with DRO; anything on the beach or the lagoon shore needs a ZOFEMAT concession and environmental review, and mangrove cannot be cleared. In towers, kitchen works need the administration's approval, especially for gas lines, extraction and plumbing changes.
